it's double-shopped. It was first constructed in photoshop based upon a crop of a photo found on flikr. The jetty and some of the waves were made by ps-vectoring aspects of the original photo, and the rest of the pic was drawn and is more loosely based on the photo. I retouched the resulting pic to make it more coherent and to change the mood (gradiated-masked hue & saturation adjustment layyers mainly). The 'finished' ps construction was then re-shopped to the version you see above.
Incidentally, the crop I made of the original photo and the positioning of the other elements in the construction version were loosely based upon the Golden Ratio. If you measure the position of the landmass horizontally and of the main body of the jetty vertically, they fall roughly in line with it. I've played with this a few times now, strangely enough always in pics very much like this. I have no idea why it's worked out that way but it just has.
